The World Bank’s annual Doing Business report ranks France 27th out of 189 countries for how easy it is to do business there. Global companies want access to this market with its 65 million consumers making it the sixth largest economy in the world.
France, however, is only ranked 79th for credit infrastructure. Unlike most of Western Europe, it has no sanctioned private credit bureaus. Its Data Privacy Act – the prevailing law over privacy regulations – sets stringent guidelines for collection and permissible uses of information related to French citizens and does not permit private bureaus to collect or maintain scores of individuals’ credit worthiness. This means the multi-national credit bureaus are not reliable sources of data for French electronic identity verification and creates a challenge for many companies looking to do business there.
GDC’s global electronic identity verification platform can help. Through our in-country partners, we have integrated established sources of identity data from the French government and consumer opt-in programs, providing one point of access for businesses that need to verify the identities of their customers, partners or counterparties.

Identity Verification Partners
The GDC global identity verification platform integrates the best available data and verification intelligence curated from our dozens of in-country partners. Each partner maintains identity verification solutions in their home country, helping in-country clients solve a variety of business problems. They deliver the most reliable identity verification results because they speak the language, understand the regulatory environment, and offer local expertise.
Before joining the consortium, partners are required to go through a thorough vetting process, and their data must pass rigorous testing before it is released to GDC customers. But once they qualify to participate, they are our true partners and a big part of the GDC difference.
